Ms. Fallin moved to recommit the bill H.R. 1286 to the Committee on Natural Resources with instructions to report the same back to the House promptly in the form to which perfected at the time of this motion, with the following amendment: ¢ Amend section 3 to read as follows: ¢ SEC. 3. ENERGY. ¢ Section 7 of the National Trails System Act (16 U.S.C. 1246) is amended by adding at the end the following new subsection: ¢ (1) Nothing in this Act shall prohibit or hinder the development, production, conveyance, or transmission of energy.".
